City of Orlando Park Rules

In addition to City Code, the following rules will be enforced at city parks:

  • All signage for protests must be hand carried in a City Park, none shall be affixed to a Wooden/Metal/or PVC Pipe and be carried inside a City Park for public safety.
  • Use of glass containers is prohibited
  • Use of powered “hover boards” is prohibited
  • Affixing anything to a tree or pole is prohibited, this includes hammocks, strap lines, banners, signs, balloons, ribbons, etc. without written permission from the parks division manager or the manager’s designee
  • Driving of vehicles in a city park is prohibited without written permission of parks division manager or the manager’s designee and escorted by park staff.
  • The selling of anything is prohibited without an approved 18A permit and approval of the parks division manager or the manager’s designee
  • Boating, canoeing, kayaking, paddle boarding or use of other floatation devices is prohibited except in designated lakes with written permission from the Recreation Division Manager or the manager’s designee for special event purposes.
  • Reserving an entire bench with bags, suitcases, hand held bags, or other items so as to reflect or suggest that other individuals may not sit is prohibited – bags must be kept below the bench or to the side of the bench and never left unattended anywhere in a city park
  • Pets are not allowed on any city bench drinking fountain or picnic table for health reasons, except in designated off-leash dog park areas that are fenced.
  • Swimming in a city lake is prohibited, except as authorized by posting.
  • Fishing is not allowed in Lake Eola, Spring Lake or other City lakes where “no fishing” signs are posted.
  • Pets are not allowed in city lakes unless posted as an authorized lake for swimming.
  • No wildlife or their eggs or nests are to be picked up, transported or handled other than by park staff or authorized park volunteers
  • Use of metal detectors is prohibited within any city park without written authorization from the parks division manager or the manager’s designee
  • Use of rockets, radio controlled aircraft, cars, boats or similar devices is strictly prohibited without prior written authorization of the parks division manager or the manager’s designee
  • No person may sleep more than one hour in a 24 hour period in a city park
  • Obstruction of monuments/tourist attractions/designated rental areas is prohibited without prior written authorization of the parks division manager or the manager’s designee
  • Tents or structures are prohibited without prior written authorization by the parks division manager or the manager’s designee
  • Bike riding is prohibited in city parks except where authorized or posted as a bike trail.
  • No person may place any object on the park hardscape without first obtaining permission from the parks division manager or the manager’s designee unless it is placed within the confines of a permitted event with the permission of the permit holder.
  • No person may place a portable table with total dimensions exceeding 6 feet in length by 3 feet in width without first obtaining permission from the parks division manager or the manager’s designee unless it is placed within the confines of a permitted event with the permission of the permit holder.
  • No person may place any object on or in any bushes, shrubs, or other foliage without first obtaining permission from the parks division manager or the manager’s designee.
  • No person may place a portable table within ten feet of the park hardscape without first obtaining permission from the parks division manager or the manager’s designee unless it is placed within the confines of a permitted event with the permission of the permit holder.
  • No person may remove any signs or decorations placed by the City or unplug any City-owned equipment or decorations from any electrical outlet without authorization from the parks division manager or the manager’s designee, except in the case of an emergency.
  • No person shall engage in any street performance or busking within the confines of a permitted event unless it is with the permission of the permit holder.
  • No person within the park shall sell, offer for sale, lease, or offer for lease anything whatsoever, including, but not limited to goods or services, or provide or offer to provide goods or services (hereinafter “vend”) within the confines of a permitted event unless it is with the permission of the permit holder.  
  • The parks division manager or the manager’s designee may designate an area within the park that is outside of the confines of any permitted event where persons may place portable tables and expressive matter on the park hardscape for the purposes of displaying or vending expressive matter. For purposes of this rule “expressive matter” means materials or objects with expressive content, such as newspapers, books, or writings, or visual art such as paintings, prints, photography, or sculpture and does not include food intended for consumption.  
    • Portable tables and other objects placed on the park hardscape within the designated area must be placed in a manner that does not create a safety hazard, does not block individuals from passing, and which allows at least 60 inches of uninterrupted clearance width on the hardscape consistent with Americans with Disabilities Act rules concerning wheelchair passage.
    • Vending within the designated area must cease by 9:00 PM. Portable tables and objects placed on the paved walkways within the designated area must be removed by 9:00 PM.
