The study area is a mixed use/commercial area; most of it is located within the Ivanhoe Village Main Street District, with the easternmost block located within the Mills 50 Main Street District. This section of roadway was included in the Virginia Drive/Lake Highland Transportation & Land Use Study, which was presented to the City of Orlando Municipal Planning Board. In 2017, this study envisioned Virginia Drive as a pedestrian-priority street with an active public realm, and recommended the following improvements:
- Dedicated space for bicycles, such as bike lanes, buffered bike lanes or a cycle track
- Green parkway
- On-street parking
- Wider sidewalks
- Street trees
- Streetscape amenities
- Underground utilities
- Buildings fronting the street with parking behind them
