The following meetings of the City of Orlando Canvassing Board are open to the public and will be held at the office of the Orange County Supervisor of Elections, 119 W. Kaley Street, Orlando, Florida.

  • Thursday, October 23, 2025, from 8:00 a.m. until 9:00 a.m. Public viewing of sealed vote-by-mail ballots.*
  • Thursday, October 23, 2025, 10:00 a.m. Canvassing Board meeting and Public Test of Voter Tabulation Equipment.
  • Wednesday, October 29, 2025, from 8:00 a.m. until 9:00 a.m. Public viewing of sealed vote-by-mail ballots that were not part of a previous public viewing.*
  • Wednesday, October 29, 2025, 10:00 a.m. Canvassing Board meeting to canvass vote-by-mail ballots.
  • Tuesday, November 4, 2025, from 8:00 a.m. until 9:00 a.m. (Election Day). Public viewing of sealed vote-by-mail ballots that were not part of a previous public viewing.* Those who want to view sealed vote-by-mail ballots after this scheduled time must be present as the ballots are received and must make a request to the Supervisor of Elections staff.
  • Tuesday, November 4, 2025, 10:00 a.m. (Election Day). Canvassing Board will canvass the election, including additional vote-by-mail ballots and provisional ballots.
  • Tuesday, November 4, 2025, 6:00 p.m. (Election Day). Canvassing Board will canvass the election, including additional vote-by-mail ballots and provisional ballots.
  • Friday, November 7, 2025, 10:00 a.m. Canvassing Board will canvass additional vote-by-mail and provisional ballots (if needed); certify 1st unofficial results, machine recount (if necessary), manual recount following machine recount (if necessary); certify any additional unofficial results and official results, conduct Post-Election Audit, and perform any other additional duties as needed.

*All public viewing periods will end promptly at the scheduled time and be conducted in accordance with the Canvassing Board’s Public Viewing Process.

Pursuant to Section 101.68(2), Florida Statutes, if any elector or candidate present believes that a vote-by-mail ballot is illegal due to a defect apparent on the voter’s certificate or the vote-by-mail ballot affidavit, he or she may, at any time before the ballot is removed from the envelope, file with the canvassing board a protest against the canvass of that ballot, specifying the precinct, the ballot, and the reason he or she believes the ballot to be illegal. A challenge based upon a defect in the voter’s certificate or the vote-by-mail ballot affidavit may not be accepted after the ballot has been removed from the mailing envelope.

 Meetings are conditional and subject to change. If it is necessary for the Board to meet at dates and times not listed, the time, date, and location will be posted at the office of the Supervisor of Elections and/or on the Supervisor of Elections website and announced at the conclusion of the preceding meeting. Additionally, each meeting may be continued from time to time as needed to address the matters before the Canvassing Board at such meeting and the Canvassing Board may discuss other issues or address other matters, in addition to those set forth above, to accomplish the functions of the Canvassing Board.

 In accordance with the Sunshine Law of Florida, these meetings will be open to the public.

 NOTE: Section 286.0105, Florida Statutes, states that if a person decides to appeal any decision by a board, agency, or commission with respect to any matter considered at a meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

 In accordance with the Americans with Disabilities Act (ADA), if any person with a disability, as defined by the ADA, needs special accommodation to participate in this proceeding, then not later than two business days prior to the proceeding, he or she should contact the Supervisor of Elections Office at 407-836-2070.

VOTE-BY-MAIL SCHEDULE

 

The Orange County Supervisor of Elections Office will use the following schedule for all returned Vote-by- Mail Ballots for the November 4, 2025, 2025 City of Orlando General Municipal Election and the December 9, 2025 Run-Off Election, if necessary, to elect one (1) District Commissioner from each of the following: Districts 1, 3, and 5. The processes listed below will be conducted at the Orange County Supervisor of Elections Office at 119 West Kaley Street, Orlando.

 

Those wishing to observe the signature verification process must make a reservation in advance. Observation reservations can be made by accessing our reservation service by visiting our website, www.ocfelections.gov, selecting the Elections menu, then Canvassing Board. The link is also available on the main home page. The reservation link will be made available at least 24 hours prior to the first appointment time. Details regarding the observation outline can be found on the reservation page.

Public viewing of ballots received and ready for processing, and the processing of the accepted ballots do not require reservations.

The Board is convening for the testing of the voting equipment and ballot tabulating equipment to be used for the November 4, 2025, Municipal Election. The Board will also discuss other matters relating to the November 4, 2025, Municipal Election.

MAYOR’S PROCLAMATION

2025 CITY OF ORLANDO GENERAL MUNICIPAL ELECTION

FOR DISTRICT 1, 3, AND 5 CITY COMMISSIONER

 

WHEREAS, under the Laws of the State of Florida, the Charter and the Code of the City of Orlando, Florida, it is provided that a General Municipal Election will be held on Tuesday, November 4, 2025, with a Run-Off Election on Tuesday, December 9, 2025 (if necessary) to elect one (1) District Commissioner from each of the folllowing: Districts 1, 3 and 5.

WHEREAS, pursuant to Resolution dated May 19, 2025, the City Council set the Qualifying Period for the November 2025 Municipal Election to begin noon on Friday, September 5, 2025, through noon on Thursday, September 11, 2025. The Pre-Qualifying Period will begin noon on Friday, August 22, 2025, through noon on Thursday, September 4, 2025, except for Monday, September 1, 2025.

WHEREAS, the City Council Resolution dated May 19, 2025, announced that for any candidate seeking to have the qualifying fee waived pursuant to Section 21.07-1 of the Orlando City Code, signed petitions gathered pursuant to City Code must be submitted to the City Clerk before noon on Friday, August 8, 2025, for the office sought along with payment to the City of Orlando for verification of signatures, in addition to satisfying other qualification requirements.

NOW, THEREFORE, I, Buddy Dyer, Mayor of the City of Orlando, hereby do proclaim on this date that the 2025 General Municipal Election will be held on Tuesday, November 4, 2025, with a Run-Off Election on Tuesday, December 9, 2025 (if necessary) and that this proclamation shall be published in a newspaper in the City twice prior to said General Municipal Election.

CONSIDERANDO QUE, conforme a las Leyes del Estado de Florida, los Estatutos y el Código Municipal de Orlando, Florida, se provee que una Elección Municipal General se realizará el martes 4 de noviembre de 2025, con una elección de segunda vuelta el martes 9 de diciembre de 2025 (si fuera necesario), para tres (3) comisionados para los distritos 1, 3 y 5.

CONSIDERANDO QUE, conforme con la Resolución con fecha 19 de mayo de 2023, el Concejo Municipal establecerá un periodo de calificación para las Elecciones Municipales Generales de noviembre de 2025 que se iniciará al mediodía del viernes 5 de septiembre de 2025 hasta el mediodía del jueves 11 de septiembre de 2025. El periodo de precalificación comenzará al mediodía del Viernes 22 de Agosto de 2025 hasta mediodía del jueves 4 de septiembre de 2025, excepto el lunes 1 de septiembre de 2025.

CONSIDERANDO QUE, la Resolución del Concejo Municipal del 19 de mayo de 2025 anunció que cada candidato que busca la exención de la tarifa de calificación conforme a la Sección 21.07-1 del Código Municipal de Orlando debe enviar la petición firmada a la Secretaría Municipal antes del mediodía del viernes 8 de agosto de 2025 por el puesto solicitado, junto con el pago al Municipio de Orlando para la verificación de firmas, además de cumplir otros requisitos de calificación.

POR LO TANTO, Yo, Buddy Dyer, alcalde del Municipio de Orlando, proclamo en esta fecha que la Elección Municipal General 2025 se llevará a cabo el martes 4 de noviembre de 2025, con una segunda vuelta el martes 9 de diciembre de 2025 (si fuera necesario) y que esta proclamación debe ser publicada en un diario de la ciudad dos veces durante los cuatro meses previos a dicha Elección Municipal General.

Meetings

The following meetings of the City of Orlando Canvassing Board are open to the public and will be held at the office of the Orange County Supervisor of Elections, 119 W. Kaley Street, Orlando, Florida.

  • Thursday, October 23, 2025, from 8:00 a.m. until 9:00 a.m. Public viewing of sealed vote-by-mail ballots.*
  • Thursday, October 23, 2025, 10:00 a.m. Canvassing Board meeting and Public Test of Voter Tabulation Equipment.
  • Wednesday, October 29, 2025, from 8:00 a.m. until 9:00 a.m. Public viewing of sealed vote-by-mail ballots that were not part of a previous public viewing.*
  • Wednesday, October 29, 2025, 10:00 a.m. Canvassing Board meeting to canvass vote-by-mail ballots.
  • Tuesday, November 4, 2025, from 8:00 a.m. until 9:00 a.m. (Election Day). Public viewing of sealed vote-by-mail ballots that were not part of a previous public viewing.* Those who want to view sealed vote-by-mail ballots after this scheduled time must be present as the ballots are received and must make a request to the Supervisor of Elections staff.
  • Tuesday, November 4, 2025, 10:00 a.m. (Election Day). Canvassing Board will canvass the election, including additional vote-by-mail ballots and provisional ballots.
  • Tuesday, November 4, 2025, 6:00 p.m. (Election Day). Canvassing Board will canvass the election, including additional vote-by-mail ballots and provisional ballots.
  • Friday, November 7, 2025, 10:00 a.m. Canvassing Board will canvass additional vote-by-mail and provisional ballots (if needed); certify 1st unofficial results, machine recount (if necessary), manual recount following machine recount (if necessary); certify any additional unofficial results and official results, conduct Post-Election Audit, and perform any other additional duties as needed.

*All public viewing periods will end promptly at the scheduled time and be conducted in accordance with the Canvassing Board’s Public Viewing Process.

Some, but not all of the items you will need, during the qualifying period for the City of Orlando Election are:
  • Public Records Exemption Form
  • Appointment of Campaign Treasurer & Designation of Campaign Depository (DS-DE 9) 
  • Statement of Candidate (DS-DE 84)
  • Candidate Oath (DS-DE 302NP)
  • Statement of Financial Interests (Form 1)
  • Voter Registration Card OR Certificate from Supervisor of Elections
  • Florida Driver’s License – picture ID
  • Proof of Residency with the following:
    • Homestead Exemption document OR Residential Property Lease (and contact number for Lessor/Landlord) and
    • Utility Bills (12 months which reflect usage of utilities at a level indicating actual residence)
    • Other documentation that shows intention to be a bona fide resident at their qualifying address may be submitted
  • Qualifying fee:
    • 3% is due OR
    • Waiver of 2% if qualified by Alternative Method
      • Notice of Intent to Collect Petitions was filed AND
      • Petition Certification from Supervisor of Elections received for required number of Petitions
    • Waiver of 1% if filed Affidavit of Financial Hardship
    • Check from the Campaign account made payable to the City of Orlando and signed by the Campaign Treasurer or a Deputy Campaign Treasurer
  • Sworn Statement of Qualification
  • Requirements for Qualification form with the authorization to verify signed by Candidate

Minor Signs Placement

Every sign has it's place. The City of Orlando has regulations about where and for how long a minor sign can be placed. Make sure your sign follows city code

Signs must be located behind sidewalks and outside of public rights-of-way. All signs must be removed within 180 days of placement.

What signs does this apply to?

All signs designed to be easily moved, typically not permanently attached to a structure or the ground, and non-illuminated. Minor signs may include, but are not limited to banner signs, portable signs, sidewalk signs, window signs, campaign signs and yard signs.

* This is a summary only. Any conflict with the City Code is unintentional, and the code prevails in all instances.

Allowed

Signs must be located behind sidewalks and outside of public rights-of-way. All signs must be removed within 180 days.

Residential private property:

  • A maximum of three (3) minor signs is allowed
  • No larger than 4 sq. ft. per sign on residential property
  • No taller than 6 ft.

Multi-Family property:

  • Property owner permission required
  • A maximum of two (2) signs per lot
  • No larger than 12 sq. ft. per sign on mixed-use
  • No taller than 8 ft.

Commercial property:

  • Property owner permission required
  • A maximum of two (2) signs per lot
  • Typically, signs on mixed-use or commercial property must be no larger than 12 sq. ft. per sign and no higher than 6 ft. Some zones allow for a maximum size of 32 sq. ft. and a height of 8 ft. (MU, AC, I)
  • Window signs do not count against the sign limit but may not cover more than 25% of windows

Not Allowed

Non-complying signs will be subject to removal by the city.

Public property:

Signs are not to be placed:

  • Near or on utility poles or structures
  • In public rights-of-way
    • This includes the area between sidewalks and streets, medians and other public easments
  • On public property, such as parks or government buildings
