On or after March 2, 2026, the City of Orlando will submit a request to the U.S. Department of Housing and Urban Development (HUD) Program Office for the release of program funds under Title I of the Housing and Community Development Act (HCDC) of 1974, as amended, and under Title II of the Cranston Gonzales National Affordable Housing Act, as amended, to undertake the following project:

Project: Housing Neighborhood Development Services (HANDS) Renovation of Lake Davis Apartments

The City of Orlando is providing CDBG funds in the amount of $429,000 to HANDS to undertake renovations in the 36-unit multifamily apartment complex located at 1301 Catherine Street, Orlando, Orange County, Florida 32801. HANDS will be installing a new roof, and replacing hot water heaters, HVAC, kitchen cabinets/vanities with plumbing fixtures, and ceiling lights. The funding will pay for the materials and labor to complete this project. The complex has been owned by HANDS of Central Florida since 1997. It has been a complex designated for the affordable community (less than 80% median household income) since it was purchased by HANDS.

The activity proposed is categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. The Environmental Review Record (ERR) that documents the environmental determination for this project is on file at City Hall, 7th Floor, 400 S. Orange Avenue, Orlando, FL 32801 where it can be reviewed, examined or copied weekdays 8 A.M. to 5 P.M. or at CPD Public System.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Orlando Housing and Community Development Department. All comments received by March 1, 2026, will be considered by the City of Orlando prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

The City of Orlando certifies to HUD that Buddy Dyer, Certifying Officer, in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Orlando to use HUD program funds.
